Prohibits state governmental units from awarding contracts to vendors, bidders, contractors, or subcontractors whose corporate headquarters or principal place of business is located outside the United States.

Defines "headquarters" as a principal central administrative office where primary headquarters-related functions and services are performed, including financial, personnel, administrative, legal, planning, and similar business functions.

Applies to all state procurement contracts subject to the state procurement code under Title 41, Chapter 23, Arizona Revised Statutes.
