Modifies reporting requirements for public bodies to report payments made to authorized public lobbyists, designated public lobbyists, and lobbyists for compensation, with proper apportionment of expenses between lobbying and other activities.

Requires public bodies to report all single expenditures exceeding $20 that benefit members of the legislature annually, and designated public lobbyists to file quarterly reports on such expenditures made during their activities.

Maintains gift restrictions limiting public bodies and public lobbyists to gifts not exceeding $10 in total value per calendar year to legislators, while exempting gifts to non-legislator public body employees unless they remain public body property.
