Prohibits principals, public bodies, lobbyists, designated public lobbyists, and authorized public lobbyists from making or promising campaign contributions to members of the legislature during regular session.

Prohibits the same parties from making or promising campaign contributions to the governor during regular session or when regular session legislation is pending executive approval or veto.

Permits principals and lobbyists to raise money for purposes other than campaign contributions during regular legislative session.

Adds new restriction prohibiting members of the legislature and the governor from soliciting or accepting charitable contributions from registered lobbyists, principals, and public bodies during regular session (and for the governor, while legislation is pending approval or veto).
