Authorizes county treasurers in counties with populations exceeding 2 million persons to establish a county treasurer's management fund from management fees collected on earnings from agency pool and involuntary pool participant deposits.

Allows county treasurers to deduct monthly management fees from earnings on monies maintained for pool participants and deposit these fees into the management fund to cover personnel and operating expenses as appropriated by the board of supervisors.

Requires excess management fees collected above what is needed for expenses to be credited back to agency pool participants and to the county general fund at fiscal year end based on proportional deposit amounts.

Permits county treasurers to use up to 1% of earnings from the previous fiscal year for design, development, operation, maintenance and enhancement of their official agency website that is electronically searchable by the public.

Requires that if the management fund is insufficient to cover the county treasurer's office expenses, including website operation costs, the shortfall shall be funded by county general fund monies.
