Allows persons convicted of reckless driving (who previously had a DUI-related conviction within 24 months) to apply for a special ignition interlock restricted driver license after 45 days of suspension if their prior conviction was for DUI-related offenses under sections 28-1381, 28-1382, or 28-1383.

Permits persons with suspended licenses due to a combination of DUI violations and reckless driving (committed within 84 months and not arising from the same event) to apply for a special ignition interlock restricted driver license after 45 days of suspension.

Expands eligibility for special ignition interlock restricted driver licenses to include persons whose licenses were suspended under section 28-693 (reckless driving with prior DUI conviction) and section 28-3308 (combination DUI and reckless driving offenses).

Requires that persons issued special ignition interlock restricted driver licenses maintain a functioning certified ignition interlock device in their vehicle during the remaining period of suspension unless the device requirement is extended by the department.

Makes the act applicable to offenses prosecuted on or after January 1, 2012, and designates it as an emergency measure.
