Authorizes the Department of Administration to offer voluntary wellness programs to active and retired state officers, employees, and their dependents who participate in state health and accident coverage.

Permits the Department to design wellness programs using participation incentives or attainment incentives based on biometrics.

Allows the Department to establish financial incentives for wellness program participation that comply with state and federal law.

Enables implementation of wellness programs during the health and accident insurance open enrollment period in fiscal year 2013-2014.
