Authorizes the director to issue up to 25 beer festival licenses per calendar year for each licensed domestic microbrewery, limited to a total of 75 calendar days per microbrewery, with a fee of $15 per event.

Permits domestic microbreweries to sample and sell their products for on-premises consumption and sell products in original containers for off-premises consumption at beer festival events.

Allows the director to issue beer fair licenses to domestic microbreweries at sanctioned county or state fairs with permission from fair organizers, authorizing sampling and on-premises and off-premises sales, with a fee of $15 per event.

Requires approval from the board of supervisors for events in unincorporated areas or from the governing body of a city or town for events held within municipal boundaries.

Requires a two-thirds vote of both legislative houses for enactment and becomes effective immediately upon the governor's signature.
