Requires full-time students enrolled at Arizona Board of Regents universities in fiscal year 2012-2013 to personally contribute at least $2,000 annually for tuition, with no allowance to use grants, scholarships, or other funding to reduce this amount.

Part-time students must contribute a prorated amount based on their enrollment status.

Beginning in fiscal year 2013-2014, the board shall annually adjust the minimum student contribution amount to remain proportional to the ratio of $2,000 to the resident tuition rate established for fiscal year 2012-2013.

Exempts students with athletic scholarships in good standing with collegiate athletics governing organizations from the minimum contribution requirement.

Exempts students receiving competitive national grants, awards, or scholarships based solely on academic merit or special aptitude/talent/ability, limited to no more than 5 percent of first-time undergraduate enrollees at each university.
