Establishes procedures for the Arizona Department of Motor Vehicles to allow applicants to request virtual driver licenses, permits, and nonoperating identification licenses during the application process.

Defines "virtual" as modeling through the use of a computer where the computer models a physical equivalent.

Authorizes the director to establish a fee for virtual instruction permits and driver licenses, with the amount to be determined by the director.

Allows the director to adopt rules and establish separate fees for virtual nonoperating identification licenses.

Applies the same virtual licensing procedures to all license types (Class A, B, C, D, M, permits, and nonoperating identification licenses).
