Establishes preference for Arizona bidders when awarding contracts under section 41-2533, subsection G, if two or more low, responsive bids from responsible bidders are identical in price.

Requires purchasing agencies to add a percentage increase to nonresident bidders' bids equal to the preference percentage their home state gives to in-state bidders, with the Department publishing an annual list of such states and percentages by January 1.

Defines "Arizona bidder" as a business that is authorized to transact business in Arizona, maintains its principal headquarters in the state for at least 12 consecutive months before bidding, and has paid all assessed taxes.

Defines "headquarters" as the principal central administrative office where primary business functions including financial, personnel, administrative, legal, and planning services are performed.
