Amends Arizona Revised Statutes section 28-302 to add a representative of a tribal government to the state transportation board.

Adds tribal representative as a third category of board member, separate from the existing district-based representation structure.

Exempts the tribal representative from the residency and taxpayer requirements that apply to other board members.

Maintains existing appointment authority with the governor and existing compensation provisions for all board members.
