Authorizes the Arizona Department of Administration to construct or install solar panel systems connected to utility systems on roofs of buildings under the department's jurisdiction, in the parking lot west of the state capitol executive tower, and in the Wesley Bolin memorial plaza parking lot.

Requires the department to grant preference to contractors with principal places of business in the United States when hiring contractors to construct or install solar panel systems.
