Increases penalties for violations to a class 6 felony for knowing violations and class 1 misdemeanor for reckless violations, with civil penalties up to $1,000 per day (up from $500 maximum).

Requires specific dollar amounts and descriptions of items in lobbyist and public body expenditure reports instead of categorical reporting, and clarifies that gifts to state officers and employees cannot exceed $10 total value annually.

Adds new section 38-546 establishing electronic filing requirements and standards for financial disclosure statements, including provisions for proper formatting and compliance penalties.
