Calls for a special election on May 15, 2012 to allow Arizona voters to decide on constitutional amendments relating to congressional and legislative district boundaries.

Requires the Secretary of State to prepare and distribute a publicity pamphlet at least 33 days before the election containing sample ballots, amendment text, maps of proposed districts (statewide, Phoenix area, and Tucson area), voter demographic data, legislative analysis, and fiscal impact summaries.

Establishes special campaign finance reporting requirements for political committees supporting or opposing the ballot measures, including preelection reports filed 60 and 4 days before the election and postelection reports filed within 30 days and at 90-day intervals thereafter.

Directs the Secretary of State to reimburse counties for additional costs of printing ballots, election materials, and compensation for election board officers serving during the special election.

Designates the act as an emergency measure effective immediately upon passage.
