Amends section 13-3553 to reclassify sexual exploitation of a minor offenses, distinguishing between production (class 2 felony, or dangerous crime against children if victim under 15) and possession/distribution offenses.

Creates a new "personal use" exception for possession offenses committed solely for personal viewing, reducing the classification from class 2 felony to class 6 felony, unless the offender has prior sex offense registration requirements.

Defines "personal use" as transporting, receiving, purchasing, electronically transmitting, possessing or duplicating visual depictions of minors engaged in sexual conduct exclusively for the person's own viewing.

Establishes a one-time disproportionality review process for inmates sentenced under the prior version of section 13-3553, allowing the board of executive clemency to recommend sentence commutation if the sentence is clearly excessive under the new law.

Requires the board of executive clemency to complete all disproportionality reviews by December 31, 2013, with the review provision repealing on June 30, 2014.
