• Amends Arizona Revised Statutes sections 34-501 and 34-502 to expand protections against harmful online content accessible to minors in public schools and libraries.

• Requires public libraries to implement at least one of two options: deploy technology protection measures blocking child pornography and obscene material for all users while blocking harmful material for minors, or deploy measures blocking all three categories for minors only; library administrators may disable filters for non-minor patrons for lawful research purposes.

• Establishes enforcement procedures with state board of education or superintendent of public instruction able to withhold up to 10 percent of monthly state education aid to non-compliant school districts or charter schools; library governing bodies may withhold up to 10 percent of public funding for non-compliant libraries.

• Provides liability protection for public schools and libraries that comply with the technology protection requirements against criminal liability or damages from minors accessing prohibited material through public access computers.
