Establishes a caregiver registry for individuals with substantiated histories of abuse in assisted living facilities, nursing care institutions, and in-home care settings.

Establishes a separate caregiver registry for individuals with substantiated histories of abuse of persons with developmental disabilities.

Requires the Department of Health Services to adopt rules prescribing substantiation requirements, notification procedures, appeal processes, and quarterly updates to the registries.

Makes both registries publicly available on the Department of Health Services website.

Exempts the Department of Economic Security and Department of Health Services from standard rule-making procedures for one year after the bill's effective date.
