Declares the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152) invalid, void, and of no effect in Arizona.

States it is the legislature's duty to adopt measures necessary to prevent enforcement of these federal healthcare laws within the state.

Makes it a class 4 felony for federal officials or employees of federal contractors who enforce these acts in Arizona, and a class 1 misdemeanor for Arizona state officers or employees who do so.

Creates a private right of action allowing aggrieved parties to sue persons who violate the enforcement prohibitions in the bill.

Asserts that the federal government lacks constitutional authority to enact such healthcare legislation under the Tenth Amendment, claiming all non-delegated powers are reserved to the states.
