Adds Arizona Revised Statutes Section 17-251 to prohibit the Arizona Game and Fish Commission from adopting or enforcing rules that ban possession or use of firearm silencers or mufflers while hunting or taking wildlife.

Defines "firearm silencer or muffler" as any device designed, made, or adapted to muffle the report of a firearm.

Clarifies that the Commission retains authority to prescribe the type and caliber of firearms or ammunition permitted for taking wildlife.

Repeals the existing prohibition in Section 17-309(A)(10) that made it unlawful to possess any contrivance designed to silence, muffle, or minimize firearm noise while hunting.

Renumbers subsequent violations in Section 17-309 to account for the removal of the silencer prohibition.
