Requires employers with 50+ full-time employees (or equivalent hours) to notify the Arizona Department of Economic Security at least 120 days before relocating a call center to a foreign country.

Imposes a civil penalty of up to $10,000 per day for violations of the notification requirement, with the Industrial Commission director able to reduce penalties for just cause.

Directs the Department of Economic Security to compile and distribute a semiannual list of employers that relocate call centers to foreign countries to all state agencies.

Makes employers on the relocation list ineligible for state grants and guaranteed loans for five years and requires them to repay the unamortized value of previously received grants, tax benefits, and governmental support, unless waived by the Arizona Commerce Authority for national security, job loss, or environmental reasons.

Requires all state agency call centers and customer service work to be performed entirely within Arizona by November 1, 2014, with new customer service employees required to be hired in-state beginning November 1, 2012.
