Requires state agencies, boards, and commissions to submit federal grant applications exceeding $500,000 to the Joint Legislative Budget Committee (JLBC) for review before submitting the application to the federal government.

Exempts universities under the jurisdiction of the Arizona Board of Regents from the JLBC review requirement for federal grant applications.

Applies to all applications for financial assistance or grants from the United States government or any federal agency.
