Amends Arizona Revised Statutes section 12-288 regarding removal of debts from the clerk of superior court's accounting system.

Requires the clerk to bill the debtor at least four times before removing a debt.

Requires submission of the debt to a licensed collection agency and a waiting period of at least one year for collection attempts.

Requires the clerk to report the debt to a credit bureau and notify the Department of Revenue pursuant to section 42-1122.

Requires the clerk to send a written report to the fund administrator listing all debts proposed for removal by certified mail, and wait 45 days without receiving an objection before proceeding with removal.
