Amends Section 23-353 to require employers to pay discharged employees all wages due within three working days or the end of the next regular pay period, whichever is sooner.

Establishes a civil penalty of $10,000 per thirty-day period that an employer fails to pay wages owed to a discharged employee.

Changes the penalty for violating wage payment requirements from a petty offense to a class 4 felony.

Adds new subsection F to Section 23-771 to allow individuals who are discharged and whose employers fail to pay wages to become eligible for unemployment benefits starting from their last wage payment date.
