Allows public entities and public employees to introduce evidence of collateral source payments or benefits received by plaintiffs in personal injury, wrongful death, or property damage actions to offset claimed damages.

Permits plaintiffs to counter with evidence of amounts they paid or contributed for benefits, liens against recovery, statutory reimbursement rights, or subrogation rights held by benefit providers.

Makes collateral source evidence admissible for consideration of damages with weight determined by the trier of fact.

Prohibits collateral source benefit providers from recovering reimbursement or exercising subrogation rights against plaintiffs unless expressly permitted by statute.

Defines "public entity" to include political subdivisions of Arizona and public educational institutions.
