Amends A.R.S. 12-821.01 to require claims against public entities or employees be filed within 180 days after the cause of action accrues.

Claims must contain facts sufficient to show the basis of liability and include a specific settlement amount with supporting facts.

A cause of action accrues when the damaged party realizes they have been damaged and knows or reasonably should know the cause or source of the damage.

Claims subject to binding or nonbinding dispute resolution, administrative claims processes, or review procedures do not accrue until all such procedures are exhausted.

Adds requirement that if a genuine issue of material fact exists regarding compliance with claim requirements, the issue must be resolved before trial on the merits and at the earliest possible time.
