Amends Arizona Revised Statutes section 13-3401 to modify the definition of "sale" or "sell" to include providing anything of value to be a member of an organization or to participate in an activity to be eligible to receive a transfer.

Expands the scope of drug sale prohibitions by clarifying that membership or participation requirements tied to receiving controlled substances constitute a sale for purposes of drug offense statutes.

Applies to all controlled substances listed in the statute, including cannabis, narcotic drugs, dangerous drugs, and other regulated substances.
