Authorizes billboards capable of changing messages mechanically or electronically by remote or automatic means if messages remain static for at least eight seconds with transition time not exceeding two seconds and contain no animation.

Permits cities and counties to enforce or enact ordinances regulating billboards, including their lighting.

Clarifies that changing message billboards are prohibited from displaying red, flashing, blinking, intermittent or moving lights likely to be mistaken for warning or danger signals, except as permitted under the new authorization.

Amends Arizona Revised Statutes sections 28-7902 and 28-7903 regarding outdoor advertising regulations along interstate, secondary, and primary highway systems.
