Amends Arizona Revised Statutes section 15-393 to allow 9th grade students to be included in joint technical education district (JTED) student count and average daily membership calculations.

Removes previous restrictions that excluded 9th graders from JTED funding, except for those funded through a five-cent qualifying tax rate.

Modifies student funding provisions to include 9th graders in grades nine through twelve for JTED course enrollment in both centralized and satellite programs.

Changes average daily membership calculation for 9th grade students enrolled in JTED courses to align with existing provisions for grades 10-12.
