Changes financial disclosure reporting period from annual (calendar year) to semiannual (six-month periods) with filings due January 31 and June 30 each year.

Adds requirement for public officers to disclose travel and lodging benefits received and expands electronic filing requirements for the Secretary of State to post disclosures promptly on its website.

Allows amended financial disclosure statements to be filed without creating presumption of knowing misconduct, and removes the $10 gift limit for gifts from principals and lobbyists (replaces with prohibition on gifts designed to influence official conduct).

Extends lobbying definitions to include communications with the governor and clarifies that registration fees for educational conferences and seminars are not considered gifts.

Prohibits gifts to household members of state officers and employees if the gifts would be prohibited if given directly to the officer or employee, and requires lobbyist and public body reports to include statements confirming the signer has read applicable lobbying laws.
