Amends Arizona Revised Statutes Section 16-828 regarding proxy use at political party meetings.

Adds new requirement that a precinct committeeman may carry no more than five proxies to an organizational meeting.

Maintains existing restrictions that proxies must be given to qualified electors of the same county (for state committee) or precinct (for county committee) where the member resides.

Preserves requirement that all proxies must be attested by a notary public or two witnesses and expire at the end of the meeting for which they are given.
