Establishes a children's health share program effective July 1, 2013, allowing eligible children with family income up to 350% of federal poverty guidelines to purchase health benefits at monthly premiums set by the administration.

Eligibility requires children to demonstrate unavailable employer coverage, unaffordable family costs, preexisting condition exclusions, transfer from another program, or sibling relationship to an eligible child.

Administration may impose and adjust monthly premiums, enrollment fees, and copayments for services including outpatient visits, emergency room, prescription medications, therapy, and behavioral health services.

Creates a children's health share fund comprised of collected premiums, enrollment fees, gifts, and grants; monies do not revert to state general fund and are continuously appropriated for program costs.

Program terminates July 1, 2022, pursuant to sunset review requirements; administration exempted from rule-making requirements for one year after enactment.
