Amends Arizona Revised Statutes section 38-711 to modify the normal retirement date definition for Arizona State Retirement System (ASRS) members whose membership commenced on or after July 1, 2011.

Replaces the requirement of a member's fifty-fifth birthday with thirty years of credited service with a new provision allowing retirement when the sum of a member's age and years of total credited service equals eighty-five.

Applies retroactively to June 30, 2011, meaning the change takes effect as of that date for eligible ASRS members.

Maintains existing early and normal retirement options for members, including retirement at age sixty-five, age sixty-two with ten years of service, and age sixty with twenty-five years of service.
