Requires the Arizona Department of Transportation to establish and maintain a detailed ledger accounting for all reallocations or transfers of monies from the Arizona Highway User Revenue Fund made by the legislature without authorization under chapter 18, article 2 of title 28.

The ledger must cover all unauthorized reallocations and transfers from January 1, 2000 through January 1, 2012, plus all subsequent unauthorized transfers, and specify how the money would have been distributed to cities, towns, counties, and the state highway fund under the proper distribution formula.

Includes accounting for monies diverted from highway user revenue fund to fund the Department of Public Safety and Motor Vehicle Division, state highway fund monies used for public safety beyond amounts specified in law, and vehicle license tax revenues transferred from the state highway fund to the general fund.

Appropriates $20,000,000 from the state general fund in fiscal year 2012-2013 to the Department of Transportation for proportional repayment against the ledger based on funding availability and legislative discretion.

Requires the Department of Transportation to calculate proportional payments by dividing total ledger amount by monies owed to each jurisdiction or fund to determine payment percentages, and transfer distributions to cities, towns, and counties through the state treasurer.
