Amends Arizona Revised Statutes section 44-1375.02 to apply energy efficiency standards to newly constructed pools and spas beginning January 1, 2012.

Portable electric spas must not exceed a normalized standby power greater than five times the spa's fill volume in gallons raised to the two-thirds power.

Residential pool pump motors with one or more horsepower must be capable of operating at two or more speeds, with low speed rotation no more than one-half of maximum rotation rate, and must be operated with compatible pump controls set to low speed by default.

Split-phase and capacitor start-induction run type motors are prohibited for residential pool pumps, with limited exceptions for two-speed motor low-speed sections and 48-frame motors for aboveground pools.

The act applies retroactively from December 31, 2011, and is designated as an emergency measure effective immediately.
