Establishes a two-year inspection program allowing the Arizona Department of Environmental Quality to send personnel to accompany permittees' contracted personnel during sampling, inspection, and record-keeping activities for facilities with prior violations or those newly required to obtain aquifer protection permits.

Requires 30 days' notice from permittees to the department before scheduled inspection activities, with eight quarterly inspections scheduled over the two-year period.

Allows the department to use mathematical or statistical modeling, including trend analysis, in conjunction with direct monitoring methods for ongoing monitoring and early detection of possible leaks.

Authorizes the department to provide electronic submittal options for reports, data, and other submittals required under water quality control articles, with the director able to charge a fee for this service.

Permits the department to charge additional aquifer protection permit fees from new applicants to fund the two-year inspection program, including five full-time employees to implement it.
