Amends Arizona law on animal cruelty (A.R.S. 13-2910) to add an exception allowing dogs used in livestock herding or shepherding to engage in activities that would otherwise constitute cruelty if the activity is necessary for human, dog, or livestock safety or is permitted under livestock regulations.

Prohibits incorporated cities and towns from adopting animal cruelty ordinances that would restrict activities involving dogs used directly in shepherding or herding livestock operations.

Maintains existing criminal penalties: Class 1 misdemeanor for violations involving reckless cruelty, and Class 6 felony for violations involving intentional or knowing cruelty resulting in serious injury or death.

Preserves existing defenses and exceptions for wildlife management, agricultural activities, and activities regulated by the Arizona Game and Fish Department and Department of Agriculture.
