Establishes a pilot program allowing beer and wine sales at university-sponsored sporting events, notwithstanding existing state law prohibitions.

Requires the Arizona Board of Regents, in consultation with the Department of Liquor Licenses and Control, to determine which sporting events, facilities, and time/place/manner restrictions apply to alcohol sales, with restrictions at least as restrictive as those in Arizona's liquor laws.

Permits universities to retain net proceeds from beer and wine sales for maintenance and operations, capital expenses, building renovations, and scholarships.

Requires all alcohol sales to be conducted under title 4 liquor licensing requirements and compliance with state and federal laws.

Requires the Arizona Board of Regents to report results to the governor and legislature by November 15 of a specified year, with the pilot program repealing on September 15 of a specified year.
