HB 2786 Summary

• Transfers administration of off-highway vehicle user indicia from the Department of Transportation to the Arizona Game and Fish Department.

• Creates a new "Game and Fish Off-Highway Vehicle Fund" to be funded by convenience fees from internet applications and deposits from user fees collected under section 28-1177.

• Establishes separate resident and nonresident off-highway vehicle user indicia categories, with fees to be determined by rule of the Arizona Game and Fish Commission in cooperation with the Arizona State Parks Board.

• Allows nonresidents to operate off-highway vehicles in Arizona without a state indicia if their vehicle displays current off-highway vehicle registration from their home state and is in Arizona for no more than 30 consecutive days.

• Exempts the Arizona Game and Fish Commission from standard rulemaking requirements for one year after the effective date to allow timely implementation of the new indicia system effective December 31, 2012.
