Amends section 15-214 to replace "assure" with "ensure" throughout braille literacy requirements and adds requirements for publishers to provide printed instructional materials in accessible electronic formats to schools upon request.

Requires publishers to deliver electronic versions of instructional materials in mutually agreed-upon formats (including Braille standards) at no additional cost within 10 business days of written request from schools.

Establishes that schools may use electronic instructional materials to create alternate accessible formats for students with print disabilities, subject to federal copyright protections and restrictions on distribution.

Mandates that beginning July 1, 2014, teachers certified in blind and visually impaired education must pass a national literary braille competency test before certification and every five years thereafter.

Creates new requirements for the State Board of Education to annually publish lists of basic skills for grade-level placement and achievement, and for the Arizona Board of Regents to publish lists of basic skills and prerequisites for college and university admission.
