Requires the Arizona Department of Child Services to compile and report semiannually (March 31 and September 30) detailed child welfare data including reports received, investigations completed, and outcomes categorized by priority, county, and statewide metrics.

Mandates tracking and reporting of out-of-home placements, foster home availability, children in custody, adoptions, and disruptions categorized by age, ethnicity, legal status, and placement type.

Requires reporting on child deaths while in department custody or with open child protective services cases, categorized by cause of death and the type of caregiver involved.

Requires the department to identify 3-5 major challenges in achieving safe, permanent homes for abused and neglected children based on the data presented in each reporting period.

Requires submission of the written report to the governor, legislative leadership, relevant committees, the secretary of state, and the Arizona state library within three months of each reporting period's end.
