Amends Arizona Revised Statutes sections 38-502 and 38-503 to modify conflict of interest provisions for public officers and employees.

Changes the definition of "public competitive bidding" from title 41, chapter 4, article 3 to title 41, chapter 23.

Modifies the "remote interest" definition by increasing the threshold for trade/business/profession groups from ten to fifty members and adding that such interest must be de minimis, and adds a new category exempting direct or indirect ownership interests in real property valued at $1,000 or less.

Prohibits public officers or employees from requiring employees to perform acts in violation of conflict of interest rules and prohibits using government time to assist with political party activities, campaigning, or political fund raising.
