Establishes a voluntary environmental stewardship program administered by the Arizona Department of Environmental Quality to recognize organizations with strong environmental compliance records and incentive structures.

Requires participating organizations to demonstrate sustained compliance with environmental laws, develop and maintain an environmental management system, exceed environmental law requirements, implement pollution prevention practices, and report annually on environmental performance.

Program includes tiered membership levels based on the environmental impacts of an organization's facilities, activities, products or services and commitment level.

Department shall review each organization's membership at least once every three years, with approval based on meeting the specified criteria.

Requires the Department of Environmental Quality to conduct a stakeholder process with legislature, regulated entities, local governments, and environmental advocacy groups before developing policies, guidelines and rules for program implementation.
