Adds definition of "bullying" to Arizona Revised Statutes section 15-101 as any written, verbal, or physical act or electronic communication intended to harm or likely to harm students by substantially interfering with educational opportunities, causing emotional distress, affecting mental or physical health, or disrupting school operations.

Requires charter schools to adopt and enforce comprehensive bullying policies and procedures including incident reporting mechanisms, employee reporting requirements, investigation procedures, disciplinary action guidelines, staff training, and documentation maintained for at least six years.

Requires school districts to adopt similar anti-bullying policies covering harassment, intimidation, and bullying through electronic technology, with procedures for confidential reporting, parent notification, investigation, and consequences for false reports.

Permits bullying policies to address off-campus conduct if reported to school officials and if the conduct creates a hostile school environment, infringes on victim's rights, or materially disrupts school operations.

Establishes intent findings that all students have the right to learn free from bullying in a safe environment and that staff should demonstrate civility and refuse to tolerate harassment and bullying.
