Establishes a joint legislative study committee on farm-to-school programs consisting of 8 members including state legislators, department of education and agriculture representatives, and agricultural and nonprofit organization representatives.

Committee shall evaluate methods to facilitate school purchases of locally grown produce and encourage educational opportunities through school gardens and farm field trips.

Committee shall evaluate and recommend legislative solutions to administrative, logistical, and legal barriers preventing schools from purchasing locally grown foods.

Committee shall consider whether a full-time position is needed at the Arizona Department of Agriculture to facilitate information exchange and purchases between farmers and schools.

Committee must submit a report with recommendations to the governor, legislative leaders, and secretary of state by December 31, 2013; the committee is repealed on September 30, 2014.
