• Requires qualified providers to conduct studies, establish energy baselines, compute estimated savings, and provide annual measurement and verification reports with reimbursement guarantees for any shortfalls.

• Permits public entities to use rebates, grants, and other funding sources to reduce project costs and the amount of capital investment that must be repaid to service providers.

• Repeals conflicting provisions from prior energy savings legislation while maintaining requirements that contracts only proceed if projected energy savings meet or exceed project costs within the contract term.
