Amends section 39-121.01 of Arizona Revised Statutes regarding public records maintenance and access.

Expands the types of public records that custodians may furnish to include electronic copies in addition to physical copies, printouts, and photographs.

Allows custodians to mail or electronically mail copies of public records not available on the public body's website, and permits charging fees for copying charges when records are furnished on computer disk.

Removes the "if requested" language to make it mandatory for agency custodians to furnish an index of withheld records or categories of records and the reasons for withholding them.

Specifies that denying access to public records includes failure to promptly respond to requests or failure to provide an index of withheld records as required.
