Amends Arizona Revised Statutes Title 12, Chapter 5, Article 1 by adding section 12-513 regarding civil actions arising from sexual offenses.

Eliminates the statute of limitations for civil actions seeking damages based on physical, psychological, or other injuries resulting from sexual offenses or related conduct.

Applies to actions based on violations of Title 13, Chapter 14 or 35.1, incest under section 13-3608, or offenses with the same elements that existed before the effective date.

Allows civil suits to be commenced "at any time" regardless of when the sexual offense occurred or when the injury was discovered.
