Prohibits abortions at or after 20 weeks gestation except in medical emergencies, requiring physicians to determine probable gestational age through medical examination and testing.

For abortions involving fetal abnormalities, requires physicians to inform women about perinatal hospice services (lethal conditions) and available support resources (nonlethal conditions) at least 24 hours before procedure.

Establishes civil liability allowing women, fathers, and maternal grandparents to sue for damages (minimum $5,000 or three times abortion cost) for violations, with six-year statute of limitations; creates new abortion clinic licensing and regulation standards.
