Establishes a state false claims act allowing the Arizona Attorney General and private citizens (qui tam plaintiffs) to bring civil actions against persons who knowingly present false claims for payment to the state or AHCCCS program.

Imposes liability of three times actual damages plus civil penalties of $5,500 to $11,000 per violation, with courts able to reduce damages to two times actual damages and waive penalties if violator self-reports within 30 days and fully cooperates.

Permits private whistleblowers to file sealed complaints and receive 15-25% of recovery if the Attorney General intervenes, or 25-30% if they proceed alone, plus reasonable attorney fees and litigation costs.

Grants the Attorney General authority to issue civil investigative demands for documents and information relevant to false claims investigations, enforceable through superior court orders.

Prohibits employers from discriminating against employees, contractors, or agents who disclose false claims violations to government agencies or participate in false claims actions, with remedies including reinstatement, back pay, and attorney fees.
