Changes the primary election date from the tenth Tuesday before the general election to the first Tuesday after the first Monday in August.

Amends Arizona Revised Statutes sections 16-201, 16-204, and 16-206 to establish a new consolidated primary election date that applies statewide.

Modifies consolidated election dates for counties, cities, towns, school districts, and special districts to align certain elections with the new August primary date.

Designates the first Tuesday after the first Monday in August as the primary election day for biennial elections in even-numbered years.

Declares the measure an emergency that is operative immediately upon passage.
